3 JULY 2025 | HILTON BANKSIDE, LONDON

James was initially tasked with kickstarting Westminster City Council’s regeneration and development programme. Now with a pipeline worth in excess of £1b and over 4,000 homes planned for construction, the Council has established one of the most ambitious housebuilding programmes in the UK. James leads the team in his role of Director of Regeneration and Development and has been instrumental in the delivery of the Ebury Bridge (Knightsbridge and Belgravia) and Church Street (Paddington) regeneration schemes overseeing the projects from concept design through to construction.
Previously, James spent 17 years in the development and construction industry working across prominent infrastructure and residential projects in London. It’s through this experience of working on major commercial schemes that James brings extensive public and private sector knowledge to the City Council. He is also the Managing Director of Westminster Builds, the Council’s investment and development arm, which was formed to accelerate growth and provide a range of affordable and market products to meet the diverse housing needs of Westminster communities.
Working to further meet the Council’s Fairer Westminster priorities, James is overseeing the initiation of diversified feasibility, land assembly and delivery strategy for a series of new exciting projects to add to the Council’s programme. James is passionate about the positive impact that the public sector can make in creating vibrant, mixed-tenure communities that leave a lasting legacy.
