Martin is a well-known leader in the UK infrastructure sector and internationally. He
has held an international role for UK Govt advising on major infrastructure delivery in
Australia, Argentina, Israel and the United States. He has also advised on and
developed commercial and procurement strategies for mega infrastructure projects
such as Sydney Metro and the extension of Buenos Aires Metro in Argentina amongst
many other significant infrastructure programs.
Previous roles include Procurement Director of Crossrail Limited (the £18bn Elizabeth
Line), at the time the largest infrastructure project in Europe and Director of
Commercial at TfL with responsibility for approx. £20bn of capital programmes.
Along with the successful procurement of Crossrail, Martin was also responsible for
the procurement of the London 2012 Olympics (where he developed the ODA’s
Procurement Strategy and was responsible for the acquisition of the Olympic venues).
Martin has been a standing member of the HS2 Independent Assurance Panel over a
period of six years (where he undertook 108 separate reviews on commercial matters
for the HS2 Executive Board). As a UK Cabinet Office Accredited IPA High Risk
Reviewer he has carried out over 150 separate delivery and commercial assurance
reviews. He has undertaken Reviews on projects for National Highways (Lower
Thames Crossing, Smart Motorways and Stonehenge Tunnel), Sellafield (new capital
delivery model PPP, Infrastructure Strategic Alliance), Magnox (new programme
delivery model), DfT (Search and Rescue Generation 2), Nuclear Decommissioning
Authority and Palace of Westminster (R&R Programme).
Martin has recently successfully concluded a five-year appointment as a key
International Expert Witness on a major infrastructure dispute worth more than
US$5bn.
